(2) In order to avert the danger of major defaults and also to restore stability to the economic system, Western banks and governments will have to ensure that they are imposing reasonable repayment terms on developing countries and that these terms will not provoke revolution. (3) And they will have to strengthen the IMF as their ultimate safeguard. (4) It is not enough for the IMF and the banks to provide a financial fire brigade moving from one debt crisis to another. (5) The IMF must be given enough support to make longer-term loans in order to enable developing countries to revive their exports without enduring crippling hardships. (6) Unless Western governments face up to this challenge, they may face political catastrophes that will require far more costly intervention.
